Helping a large global renewable energy company to build the world’s largest integrated solar manufacturing plant
A large renewable energy company had committed a budget of $3.4 billion to build the first phase of the world’s largest integrated solar manufacturing plant.
The appointed project director had previously engaged Quanta in the hiring of specialist contractors and so approached Quanta to partner with the client on the first phase of this new-build project; the client had previously utilised Quanta in the build and commissioning of an offshore wind farm.
Approach
To achieve the objective of reaching full capacity of modules before 2012, the company had to build a client project team comprising of local, local ex-patriot and ex-patriot contractors.
The challenge for the client was to set up a new business, having no previous experience of working in the area, no organisational structure, nor business partnerships in place to deliver the required skilled resource.
Process
The project was deemed to be very urgent. In particular, it was important to hire technical and managerial staff early in the process so that control could be maintained over the project.
In response to this Quanta created a ‘fast response team’ to provide the client with a rapid service. Their first task was to identify the roles required and their order of priority. They subsequently set about contacting Quanta’s unique network of consultants, which has been developed over several years. Many of these engineers and managers were working across the globe and hence could not be contacted by any means during normal office hours. To overcome this, the team set up a shift system where staff worked not just normal work hours but also in the evenings and at weekends to resource the roles.
Outcome
The company was able to recruit the project team on time – and in fact completed the project ahead of expectations. The project was delivered with high HSES performance, 17 million hours worked with a lost-time rate of just 0.4, six times better than the local benchmark. An important part of this success was the ability to upsize the technical and management team over very short timescales. Quanta was pleased to be a part of this process, hiring 19 contractors to the client within the first 2 months of the project.
